Hire an AI utility collection and grant cash reviewer
Split utility bill money from grant money and find the cash you can spend. Get a cash bridge, grant payments awaiting proof and any signed loan test.
What you give
- The grant award terms, with the award version and date (from the grant agreement)
- Your approved minimum cash floor, in writing (from your cash policy)
- The signed loan cash test and the debt service schedule (optional, only needed if a test falls due)
What you get
- Total bank cash rolled forward on its own, and general cash as the difference
- A loan cash test with signed headroom for each test period, only when a signed test is due
- A list of grant releases still waiting for evidence, MISSING lines and CHECKS MISSED, plus a short record for next time
An example
Month end: the bank balance is up and you need to know how much is customer money, how much is grant money and how much you can spend.
You ask: “Split utility bill money from grant money and find the cash you can spend. Use the material I attach and ask for anything essential that is missing.”
You get back:
- Changed since last review. New award versions, new or removed payments and new bank sources, each with its date.
- Collections. Opening receivables, billings, adjustments and receipts rolled to closing receivables. Current-bill collection is shown apart from arrears.
- Restricted cash. The grant balance rolled forward with each approved payment and its evidence ID. Payments without evidence are listed as waiting for proof.
An example, not your task.

Details
Everything it can hand back
Your task sets the actual outputs. The specialist picks the methods that cover them.
- A receivables roll for the period, with current-bill collection shown apart from arrears
- The restricted grant balance rolled forward, with each approved payment and its evidence ID
- Total bank cash rolled forward on its own, and general cash as the difference
- Spendable cash after reserves and pending debits, with headroom over your floor
- A loan cash test with signed headroom for each test period, only when a signed test is due
- A list of grant releases still waiting for evidence, MISSING lines and CHECKS MISSED, plus a short record for next time
How it does the job well
- Reconcile to source documents, such as bank statements, ledgers and invoices, before reporting.
- Show the calculation, inputs and period for every figure.
- Label actuals, estimates and forecasts clearly.
- Send tax, legal and regulatory questions to a qualified professional.
Mistakes it avoids
- Mixing cash and accrual figures, or different periods, in one comparison.
- Rounding or formula errors that do not tie back to totals.
- Giving personal investment advice.
What a good result looks like
An example, not your task: Month end: the bank balance is up and you need to know how much is customer money, how much is grant money and how much you can spend.
- Total bank cash and general cash. Total bank cash rolled forward on its own, and general cash as the total less the restricted balance.
- Spendable cash. General cash less lender reserves and pending debits, compared with your floor, with the headroom.
- Loan test. Signed headroom for each test period when a signed loan test is due. Otherwise it says not applicable and why.
How the work is checked
- Receivables tie: opening + billings - adjustments - receipts = closing.
- Customer receipts and grant receipts stay separate, and arrears stay apart from current collection.
- Each restricted release has evidence. General cash is not counted twice.
- Restricted cash and total bank cash each roll on their own, and general cash is their difference.
- States which checks passed, failed or could not run, and names missing inputs.
These checks have not been run against a model yet. Your AI uses them to check its own work.
Capabilities
- Compares with the last review. Reads the saved record if it belongs to this program, or sets a first baseline. Lists new grant terms, new payments and bank sources. If nothing changed and no review is due, it says so and stops.
- Rolls the receivables. Takes opening receivables, adds billings, takes off approved adjustments and receipts, and checks the closing figure. Shows arrears collected apart from this period's bills, so old debt is never counted as a better collection rate.
- Splits customer money from grant money. Sorts each receipt by its source using only your award rules. Customer receipts are never grant revenue, and a payment is never assumed eligible from its category name.
- Rolls restricted and total cash on their own. Rolls the restricted balance through grant receipts, evidenced eligible payments and refunds. Rolls total bank cash through every movement. General cash is the total less the restricted balance.
- Finds spendable cash. Takes lender reserves and pending debits off general cash without counting any block twice, then compares it with your floor. Restricted money is never spendable.
- Tests a loan only if one applies. If a signed loan test is due, it multiplies debt service by the required cover and subtracts it from qualifying cash. If there is no such loan, it marks the step not applicable. It then saves the record for next time.

Inputs and helpful context
The specialist starts from the task brief. Only active methods require their inputs.
For the primary method, when used
- Billing and collection records for the period: amount billed, current and arrears receipts, opening receivables and approved adjustments (from your billing system export)
- Opening and closing bank balances for the program account (from the bank statement)
- The grant award terms, with the award version and date (from the grant agreement)
- Each approved grant-eligible payment, with an ID and the approval evidence (from the grant manager's sign-off)
- Other payments, pending debits, and any lender reserve or collateral block, each with an amount (from your payment run and loan letters)
- Your approved minimum cash floor, in writing (from your cash policy)
- The signed loan cash test and the debt service schedule (optional, only needed if a test falls due)
- The last review's record, pasted in (optional on a first run)
- The reporting date, the currency and the scale, such as thousands
Helpful context (optional)
- The grant agreement and each amendment, so every restriction has a source.
- The grant manager's written approval for each eligible payment.
- The loan agreement's own definition of cash that counts.
Tools and access
- A spreadsheet engine and file-capable AI: Builds a workbook with inputs and formulas you can click into, and can save the record file. In plain chat it returns the same tables as text.
- Your bank statement and billing export: Gives dated balances and receipts, so the opening amounts are facts, not estimates.
- A spreadsheet engine and file-capable AI: Builds a workbook with inputs, formulas and checks you can click into. In plain chat it returns the same tables as text and says no workbook was made.
- Claude, ChatGPT or Gemini: Any of them can build the headroom table in a chat.
- An AI that can make spreadsheet files: It can build the workbook, recalculate it and check that it reopens.
- Node.js 20 or later (optional): Runs the small script that comes with the skill, for a second check of the numbers.

- A list of facts taken from memory, for you to check
- A short note of what it removed for privacy
- The two next steps, to save it and set it up
Tasks you can use it for
- Month end: the bank balance is up and you need to know how much is customer money, how much is grant money and how much you can spend.
- A new grant instalment arrives and you want to see the restricted balance move before anyone spends it.
- A payment is marked as grant-eligible and you want to check that the approval is on file before it comes off the restricted balance.
- A lender asks for proof of cash on a test date and you need cash that counts under the loan agreement, not the whole bank balance.
- Collections look strong this month, and you want to know how much of it was old arrears.
Limits to check before starting
- You have no grant or restricted money, only bills and bank cash. Use the Water utility billing and cash checker.
- You want to check spendable cash for one account, with no collections or grant records. Use the Spendable cash balance checker.
- You want it to decide whether a payment is allowed under the grant. It follows your approved evidence and the award terms, and a person must approve each payment.
- You have a loan cash test but no grant money. Use the Loan covenant cash cover reviewer. The loan step here checks cash coverage only, not debt ratios, cures or waivers, so ask a lawyer about a breach.
- You want it to release grant money or pay a bill. It prepares the review and takes no action.
Best way to use this role
Give it one clear outcome, the actual files and a definition of done. Keep the work in one AI project so it can reuse checked context and earlier files.
- Download the pack and give it to an AI that can read files, such as Claude, ChatGPT or Gemini. In a chat-only tool it still works, but cannot save files, so you keep the record it hands back.
- Say if this is the first run. If not, paste last time's record. Then attach or paste the billing export, bank balances, award terms, approved payments and your cash floor.
- Read "changed since last review" first. If a restriction or a payment is new, check it against the award and the approval before you go on.
- Check one line by hand. Opening receivables, plus billings, less adjustments, less receipts should equal closing receivables.
- Fill every MISSING line before anyone acts on the spendable figure. Run it again whenever a collection, payment, award term or bank source changes.
