What it does
Before you ship a product, share code or send a technical file abroad, you need to know if US export rules apply. This skill walks you to an answer: the product's export class, whether you need a licence, and which exceptions might cover you. Then it searches the Commerce Control List for a matching code, or lands on EAR99 if none fits. Next it checks the destination against the country chart and screens the buyer against restricted party lists. It tests the available licence exceptions one by one and flags rules such as deemed exports and the foreign direct product rule. It is guidance, not legal advice, so confirm with counsel.
You give it
- A description of the product, software or technology
- The destination country and the buyer
- How the buyer will use it
- Any earlier classification (optional)
You get
- A step by step classification result
- A licence needed or not answer for the destination
- Licence exceptions that may apply
- Red flags about the buyer or use
Use it when
- You plan to sell hardware, software or encryption products to a buyer outside the US.
- A foreign engineer joins your team and will see controlled technology.
- A distributor wants to resell your product in a country you have not shipped to.
- You need to write or review your export compliance program.
