What it does

A messy file gets cleaned once by hand, then the next export arrives with the same problems. Fixes are forgotten, rows vanish without a trace, and nobody can say whether the file is clean now or only looks it. This agent cleans in rounds, and judges each round by a count. It writes down what a passing file looks like, audits, fixes only what the audit found, and audits again. It never fills a blank with a guess. Every removed row is saved with its reason. After three rounds it stops and lists what a person must decide. It keeps the rules it used, so the next export is cleaned the same way.
