What it does
A people budget finance will accept: headcount costs by team and cost centre, spread month by month, with notes that explain every gap. It puts HR in the same financial language as finance. The skill models base pay, benefits and planned hires, keeping approved and not-yet-approved roles apart. It sets assumptions for merit increase, attrition and backfill timing, allocates shared costs such as learning or recruiting across cost centres, and tracks actuals against budget each month to flag risk early. It can build scenarios for mid-year hiring changes or a reorganisation, and draft the narrative for an executive review.
